The eighth session of the AUPF was hosted by Universitas Negeri Jakarta of Indonesia from October 19 to 21, 2009. The 110 attending delegates were from 45 universities in 11 countries and regions. Discussions and dialogues took place during this session centering on how to improve and guarantee the quality of higher education.

In addition to the experience sharing and cooperation discussion, an amendment to the Constitution of the AUPF was made for the first time at the general meeting. The Constitution, officially named at the second session of the AUPF in 2003, was amended several times after the fourth session. The seventh session added stipulations concerning the forum logo and flag to the Constitution. The eighth session listed the proposed amendment as forum topics, called upon a meeting hosted by the President of Universitas Negeri Jakarta and invited presidents of universities that had initiated or hosted the Forum. This meeting carefully studied the revised manuscript of the Constitution and submitted it to the standing committee meeting. The amendment was finally approved by the standing committee meeting which marked the first successful amendment and supplement to the Constitution, perfecting the document in a way that would better guide the organization of the AUPF.
